Senior Manager – Operations, Eastern Caribbean Securities Exchange

Tarlie Francis is a financial services professional, skilled in capital market and enterprise financing issues in the Eastern Caribbean Currency Union (ECCU).  His passion is helping institutions and individuals to implement processes and methods for investment, financial and money management decision making. 

 As Senior Manager of the Operations Division at the Eastern Caribbean Securities Exchange (ECSE) for the past 11 years, Francis is one of ECCU’s leading experts on securities business – stocks and bonds – from the regulatory and operational perspectives. 

 He previously worked several years as a certified licensed broker-dealer, involved in successful private placements that raised over EC$2 billion in the project and corporate funding. He carved a remarkable career on the Regional Government Securities Market and in the primary and secondary segments of the Eastern Caribbean Securities Market.

 He holds an honorary law degree, and a post-graduate Diploma in Financial Policy, both from the University of London; and an MSc Licentiate in Social Sciences, with proficiency in Economics, from the University of Havana and the Fellow of the Institute of Canadian Bankers. 

 He is also a Deacon and integrates this vocation with financial training and advocacy workshops; he has published two e-books on stress management tips for employees.
