Chamberlain Emmanuel is the Head of the Environmental Sustainability Cluster (ESC) at the Organization of Eastern Caribbean States (OECS) Commission, headquartered in Saint Lucia. His portfolio includes oversight of programs and projects spanning Climate Change and Disaster Resilience, Biodiversity and Ecosystems, Land and Water Resources, Ocean Governance and Fisheries, Sustainable Energy, and Waste and Pollution Management.
His tenure at the OECS commenced in February 2010, following his service to the Government of Saint Lucia. As a Civil Engineer, Project Management Professional, and Leader with approximately 20 years of practical experience, Chamberlain has demonstrated success in infrastructure and development projects funded by diverse international development and funding partners.
Chamberlain holds a Degree in Civil Engineering from the University of the West Indies, St. Augustine, Trinidad; a Diploma in Development and Project Planning from the University of Bradford, UK; an Executive Certificate in Innovation and Entrepreneurship (H.E.C. Paris); and competencies from numerous professional development courses and seminars in Engineering, Disaster Resilience, Procurement, Project Management, and Leadership.
He is also a youth empowerment and motivational speaker and an active national and community volunteer.
